Ivanka Miličević-Capek was born on 30 September 1968 in Mostar. She graduated in archaeology and ethnology at the Faculty of Philosophy, University of Zagreb. She defended her master's thesis with the title ''Cemeteries of Migrations of Peoples in the Territory of Today's Herzegovina'' at the University of Zadar, earning the title of Master of Science in the field of humanities, field of archaeology, branch of medieval archaeology, and as part of the doctoral degree process outside the doctoral studies at the University of Zadar, she was approved for the dissertation topic ''Archaeological Image of the Middle Ages in the Territory of Today's Bosnia and Herzegovina from the 7th to the 13th Century''. She was the director of the Institute for the Protection of Cultural Monuments of the HZ Herceg-Bosna in Mostar. Since the establishment of the Study of Archaeology and Art History at the University of Mostar, she has participated as an external associate. She has published several professional and scientific papers in archaeology and the protection of cultural heritage, and has participated in numerous archaeological research, projects, scientific and professional conferences in the country and abroad.

The Law on Cantonal Ministries and Other Bodies of Cantonal Administration (Official Gazette of the Canton of Zlatibor, No. 4/98) in Article 21 defines the scope of work of the Institute for the Protection of Cultural and Historical Heritage, which includes:
- consideration, study, research and scientific processing of individual issues of the protection of cultural monuments,
- keeping a central and collective record of data on the condition of cultural monuments, and determining and proposing priorities in the implementation of protection measures,
- performing expert work on determining the condition of cultural objects,
- coordinating and implementing cultural heritage protection measures,
- performing expert supervision over the work of institutions for the protection of cultural heritage,
- performing expert supervision over the implementation of protective measures on cultural monuments,
- providing expert assistance to institutions for the protection of cultural monuments,
- proposing the adoption of appropriate measures and regulations related to the protection of cultural heritage,
- keeping a central record and the Register of Cultural Monuments, and collecting documentation on all cultural monuments on the territory of the Canton,
- proposing priorities for the implementation of protective interventions on cultural monuments, and for this purpose evaluating conservation documentation and documentation for spatial plans,
- carrying out professional scientific and informative works in the field of cultural heritage protection,
- organizing and participating in professional consultations and meetings on individual issues of cultural heritage protection as well as courses, seminars, etc. for the purpose of professional training of workers in this field,
- providing professional assessments and approvals for the revitalization of individual monuments,
- performing other professional tasks in the protection of cultural and historical heritage in accordance with legal regulations.
