Directorate for Civil Protection and Fire Department

Eugen Ćubela was born on October 15, 1962 in Mostar. He earned the title of graduate engineer in agronomy at the Faculty of Agriculture of the University of Sarajevo. He served as director of the company Soko - Pteron d.o.o. Mostar, director of Žitopromet d.d. Mostar, member of the Board of Directors of Zito-zajednica FBiH, member of the Board of Directors of the Hutovo Blato Nature Park, advisor to the Deputy Prime Minister and Minister of Finance of the FBiH and member of the Council of the Federal Directorate of Commodity Reserves, as well as advisor to the Prime Minister of Herzegovina-Neretva Canton. In several convocations, he chaired the Board of Directors of the Federal Institute of MIO / PIO. In different periods, he was director and acting director. director of the Administration for Civil Protection and Firefighting of the HNK, and since 2012 he has been the head of the Cantonal Headquarters of the HNK Civil Protection and since 2013, the coordinator for demining of the HNK. He is the leader of several local and international projects, and has received a number of awards and recognitions, including international ones. He is married and the father of two children.

The Directorate for Civil Protection and Fire Fighting in the Herzegovina-Neretva Canton consists of three sectors, which constitute the basic organizational units, as follows:

• Civil Protection Sector

• Fire Fighting Sector

• Sector for Administrative-Legal, General and Material-Financial Affairs

The Civil Protection Operational Center of the HNK has been formed within the Civil Protection Sector.

The business center of the Directorate for Civil Protection and Fire Fighting in the Herzegovina-Neretva Canton is in Mostar at Stjepana Radića Street, No. 3.

The staffing of the Directorate with adequate personnel, accommodation space and material and technical equipment of this institution are the shortcomings faced by the Directorate in fulfilling its obligations under its jurisdiction.

The Administration for Civil Protection and Firefighting was established to solve tasks and tasks in the field of civil protection and firefighting, namely:

- organizes, prepares and monitors the functioning of rescue protection in the area of ​​HNK,

- prepares a threat assessment for the HNK area,

- prepares and proposes a plan and program for protection and rescue from natural and other disasters,

- monitors the state of preparations for protection and rescue, proposes measures to improve the organization and training of civil protection of municipalities and the entire Herzegovina-Neretva canton,

- organizes and monitors the implementation of training for the holder of civil protection,

- organizes and coordinates the implementation of protection and rescue measures,

- proposes programs of joint and independent exercises, preparation of studies for the execution of exercises by members of civil protection, administrative bodies, economic companies and other legal entities in the field of protection and rescue,

- proposes and undertakes measures for staffing the headquarters, civil protection units and protection and rescue services, as well as equipping them with material and technical means,

- prepares regulations in the area of ​​protection and rescue under the jurisdiction of HNK,

- organizes training of the population and provides assistance to services civil protection of municipalities in the performance of tasks within their competence,

- carries out inspection supervision in the field of protection and rescue, and over the work of firefighting units,

- keeps prescribed records and performs other protection and rescue tasks, in accordance with the law, general acts and other regulations,

- prepares regulations in the field of firefighting and realizes cooperation with other institutions that deal with the fields of firefighting,

- participates in the creation of the cantonal fire protection plan and organizes firefighting tasks,

- monitors the situation and undertakes measures to improve the organization of professional firefighting units and societies,

- participates in the action of protection and rescue of people and material goods threatened by fire and other accidental situations in the area of ​​HNK,

- conducts education, training and training of firefighters,

- issues orders for the use of fire brigades of local self-government units for activities outside their areas of competence for the implementation of fire protection measures.

The Civil Protection and Fire Department proposed a law that was adopted: the Fire Protection Law of the HNK (Official Gazette of the HNK No. 5/04); the law was adopted in cooperation with the Ministry of Internal Affairs of the Herzegovina-Neretva Canton.
